Drug-addicted veterans are being injected with cocaine by researchers at the U.S. Department of Veterans Affairs in taxpayer-funded studies, The Examiner has learned.

The study subjects are being given the injections as part of a search for medicines that researchers hope will block cocaine absorption in the body, said Timothy O’Leary, the VA’s acting director of research and development.

All the subjects were recruited because they were addicted to cocaine, O’Leary said. About 40 volunteers — most of them veterans — are being given injections at VA labs in Kansas City and San Antonio, he added.

Hundreds of veterans have apparently been used as human subjects in the past decade, according to records and interviews with officials.

On a vote of 249-175, the House passed and sent to the Senate a bill backed by the new Democratic White House to broaden such laws by classifying as “hate crimes” those attacks based on a victim’s sexual orientation, gender identity or mental or physical disability.

The current law, enacted four decades ago, limits federal jurisdiction over hate crimes to assaults based on race, color, religion or national origin.

The bill would lift a requirement that a victim had to be attacked while engaged in a federally protected activity, like attending school, for it to be a federal hate crime.

House Democratic Leader Steny Hoyer urged passage of the Federal Local Law Enforcement Hate Crimes Prevention Act of 2009.

Newspapers are fixated upon $160 million in bonuses given to American International Group (AIG) executives. And it’s nice to know where the millions are going (note: the bonuses could have been cancelled had the federal government let the company go bankrupt, as officials should have). But where are the trillions in TARP, TALC and Federal Reserve Bank bailout funds going?

The man in charge of administering the bailouts is Treasury Secretary Timothy Geithner, who served as a staff member of the New York City-based Council on Foreign Relations before being hired in 2003 to head the New York City branch of the Federal Reserve Bank (Fed). As the vice chairman of the Fed’s Open Market Committee, Geithner is probably a poor choice to get the nation out of it’s current economic mess. He served as Alan Greenspan’s number two man at the Fed, so Geithner is as responsible as anyone for facilitating the severity of the real estate and financial bubble and its subsequent collapse. After all, the Fed was the driving force behind the asset bubble, inflating the bubble larger and larger through artificially low interest rates and an inflationary easy-money policy.

The Merced County Sheriff Department’s bomb squad used robots to remove a suspected pipe bomb Friday from a Turlock Irrigation District power pole on Cortez Avenue just west of Santa Fe Drive.

The bomb squad arrived about 3:20 p.m., sheriff’s spokesman Tom MacKenzie said.

Just after 1 p.m., an irrigation district employee reported a four-inch pipe bomb attached to a pole above the manual shut-off switch. The suspected explosive had a detonation device similar to the clip of a hand grenade, MacKenzie said.

The TID provides power in southern Stanislaus and northern Merced counties.

WASHINGTON (AP) - More than 100 protesters upset with the way world leaders have handled the economic crisis clashed with police Saturday outside the International Monetary Fund and World Bank meetings.

Authorities used batons and pepper spray when activists tried to march onto a prohibited street, and several people were pushed to the ground by police. The protesters swarmed officers unexpectedly, and police had to respond, said D.C. police Capt. Jeffrey Harold.

A 22-year-old man accused of using pepper spray on an officer during the scuffle was arrested, D.C. police said. Before the demonstrations began, police arrested six people and accused them of vandalizing two banks, an incident that authorities think was linked to the protests. Read More

UPDATE (WKOW) — Dodge County sheriff’s officials say they’ve arrested four people they believe to be involved in the explosions this week.

All four are on probation holds.

The three men in the surveillance photo plus an unpictured man were arrested Thursday.

The FBI and ATF assisted in the investigation.

UPDATE (WKOW) — The Dodge County Sheriff’s Department have all three suspects in custody they say are responsible for the explosions. The last suspect was arrested in Dane County. Their identifications are being withheld until charges have been filed.

BEAVER DAM (WKOW) — Dodge County authorities are investigating a pair of explosions within two days that destroyed property.

The first comb destroyed a mailbox in the town of Burnett.

The second blew up a portable toilet Tuesday night in the town of Calamus. That bomb was attached to containers of liquefied gas, and Dodge County Sheriff Todd Nehls says it could have killed anyone nearby.

Authorities released photos of three men who bought a pipe in a Beaver Dam store, similar to one used in one of the bombings. A $5,000 reward is being offered in both cases for information leading to an arrest.

Anyone who may be able to identify these subjects or provide information are asked to call the sheriff’s department at 386-3740 and ask for Lt. Joanne Sawyers or Det. Robert Neuman.

SANTA CLARITA (CBS) ― The FBI is investigating how apparently poisoned water bottles got into a vending machine at a middle school in Santa Clarita, making about a dozen people ill today, a fire inspector said.

At 12:45 p.m., fire officials heard that people were becoming sick at La Mesa Junior High School at 26623 May Way, said county fire inspector Steve Zermeno. All of the victims were students. Read more

WASHINGTON – David Kellermann, the acting chief financial officer of mortgage giant Freddie Mac, was found dead at his home Wednesday morning in what police said was an apparent suicide.

Mary Ann Jennings, director of public information for the Fairfax County, Va., Police Department, said Kellermann was found dead in his Reston, Va., home. The 41-year-old Kellermann has been Freddie Mac’s chief financial officer since September.

Jennings said that a crime scene crew and homicide detectives were investigating the death, but that there didn’t appear to be any sign of foul play.

McLean-based Freddie Mac has been criticized heavily for reckless business practices that some argue contributed to the housing and financial crisis. Freddic Mac is a government-controlled company that owns or guarantees about 13 million home loans. CEO David Moffett resigned last month.

Freddie Mac and sibling company Fannie Mae, which together own or back more than half of the home mortgages in the country, have been hobbled by skyrocketing loan defaults and have received about $60 billion in combined federal aid.

Kellermann was named acting chief financial officer in September 2008, after the resignation of Anthony “Buddy” Piszel, who stepped down after the September 2008 government takeover. The chief financial officer is responsible for the company’s financial controls, financial reporting and oversight of the company’s budget and financial planning.

Before taking that job, Kellerman served as senior vice president, corporate controller and principal accounting officer. He was with Freddie Mac for more than 16 years.

RUSSELLVILLE, Ark. (AP) - Authorities say two day-care centers in Russellville were evacuated after the discovery of several containers of explosive liquids in the carport of a nearby home.

A school several blocks away from the scene was also locked down for a time. Authorities say the containers were inside three duffel bags.

1 of the containers ignited when bomb-squad officers fired a water cannon at the containers. The carport caught fire as a result, but the flames were put out before the home was consumed. Russellville police say no one was injured.

Since The special needs girl has been back to Georgia in her small hometown where everyone is still honest and everyone knows this family. They new social workers are floored by the torture and sexual abuse this family has endured. What is also absurd is over 2000 leaked confidential court papers, that just showed up at the door one day via snail mail, shows the special needs girl kept telling the Government That she was American, and where her family was. The court papers even has the phone #s and address of the alleged American family members, dated as early as 2006 but no one called this mother to verify rather she was missing a daughter. Instead The California Superior Court of San Diego along with the San Diego county Department of Family and children services choose to aid and abet this human trafficker by giving him a court appointed attorney, visitations and even reunification all while fugitive for child rape from Florida and aggravated battery on the special needs girl from their hometown. SMYRNA- Smyrna resident Mary Kirkendoll, 52, was arrested outside the city’s community center during a town hall meeting Tuesday night. A Smyrna police officer said she was arrested for disorderly conduct after she yelled a curse word as she was leaving the meeting.

Kirkendoll believed officials were skirting issues on the redevelopment of Belmont Hills Plaza, at the corner of Windy Hill and Atlanta roads, and the development of Jonquil Plaza, at the corner of Spring and Atlanta roads.

“Let’s answer some real questions here,” Kirkendoll said as city officials fielded questions from residents on what to do if their garbage begins to smell and future beautification projects.

NORTH PORTLAND — An explosive device was thrown into a home with a family of nine inside early Wednesday morning in North Portland, police said. The fire brought arson investigators to 6621 North Bank Street and they also believe this fire could be gang-related. Back in January, there was a drive-by shooting targeting the same home, according to police.The most recent incident happened just before 4:00 a.m while the family inside the home was sleeping.Dispatchers received a call that someone had thrown some sort of of Molotov cocktail-like device through the window of the house.

National Level Exercise 2009 (NLE 09) is scheduled for July 27 through July 31, 2009. NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery.

NLE 09 is designated as a Tier I National Level Exercise. Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters.

NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.

EXERCISE FOCUS

NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.

The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.

NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities.

NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

EXERCISE OBJECTIVES

Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities:

• Intelligence/Information Sharing and Dissemination
• Counter-Terrorism Investigation and Law Enforcement
• Air, Border and Maritime Security
• Critical Infrastructure Protection
• Public and Private Sector Alert/Notification and Security Advisories
• International Coordination

VALIDATING THE HOMELAND SECURITY SYSTEM

Exercises such as NLE 09 are an important component of national preparedness, helping to build an integrated federal, state, tribal, local and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that occurs.

The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the nation against terrorist attacks, disasters, and other emergencies.

OAKLAND, Calif. — Facing pressure to crack down on crime amid a record budget deficit, Oakland is joining other U.S. cities that are turning over more law-enforcement duties to private armed guards.

The City Council recently voted to hire International Services Inc., a private security agency, to patrol crime-plagued districts. While a few Oakland retail districts previously have pooled cash to pay for unarmed security services, using public funds to pay for private armed guards would mark a first for the city.
Oakland police officers block a downtown street in January amid protests over the bond set for a former transit officer charged with killing an unarmed man on a subway platform on New Year’s Day.

Hiring private guards is less expensive than hiring new officers. Oakland — facing a record $80 million budget shortfall — spends about 65% of its budget for police and fire services, including about $250,000 annually, including benefits and salary, on each police officer. Read full article

FAIRMONT — An FBI police officer is under arrest and a warrant has been issued for the arrest of another officer, after the pair allegedly used a security camera to watch girls in a dressing room, during a charity prom dress event, court documents say.

Gary Sutton Jr., 40 of New Milton, is charged with criminal invasion of privacy and being a party to a crime. Both charges are misdemeanors. An arrest warrant has been issued for a second officer on the same charges. Sutton turned himself into authorities and was arraigned Friday (04-17-09) morning in Marion County Magistrate Court.

He was released on $6,000 bond. There is no word on when the second officer will be arrested.If convicted, the men would face a year in jail and a $5,000 fine, according to the statute.

A sweeping government policy for all new births in the United States has just passed the House of Representatives and is now headed to the Senate. The Mother’s Act, if passed, will mandate that all new mothers be screened by means of a list of subjective questions that will determine if each mother is mentally fit to take their newborn home from the hospital. Just imagine that after your child is born, you are told that you can’t take them home since a multiple choice questionnaire wasn’t answered correctly. Just imagine being told that the only way you can take your child home is if you or your spouse goes into treatment or on anti-depressants which we know causes psychosis, delusions, and even homicidal thoughts. It just doesn’t make sense. Unfortunately, this bill is on a fast track–No public debate, no public disclosure of the broad impact on our society and that is why we need you to act now!

The Mother’s Act violates our Constitutional right to privacy and your right to liberty and it is just outright dangerous. That is why we need you to help stop this. We urgently need you to call and email each Senator on the HELP Committee and tell them you STRONGLY OPPOSE the MOTHER’S ACT and that you are OUTRAGED that there was NO public debate or disclosure on the impact this would have on our society as a whole.

A US Marine was arrested today at Logan International Airport after federal airport screeners discovered a gun, bomb-making materials, and ammunition in his checked baggage, State Police and Transportation Security Administration officials said.

Corporal Justin Reed, 22, of Jacksonville, N.C., was booked on US Airways Flight 877 to Charlotte, N.C., said TSA spokeswoman Ann Davis. She said Reed had arrived on a flight from Las Vegas this morning.

TSA screeners in Terminal B called State Police at 7:10 a.m. after a screen discovered the following items in his checked baggage: a locked handgun box containing a semi-automatic handgun, a fully loaded gun magazine, several boxes of 9 mm and 7.62 mm ammunition, three model rocket engines containing an explosive mixture, military pull-type fuses, switches, electronics kit boxes with various components, and a hand grenade fuse assembly with detonator.

Reed was charged with possession of an infernal machine and possession of a concealed weapon in a secure area of an airport. He was booked at the State Police barracks at Logan and held in lieu of $50,000 bail. He will be arraigned at East Boston Municipal Court on Tuesday.

Davis said it is legal to have a firearm in checked baggage but that it must be declared to security officials. The passenger in this case had not declared the weapon, she said. Davis said all checked baggage on domestic flights is required to be screened by TSA on originating flights.

Reed’s bags had to be screened again at Logan because baggage handlers inadvertently routed them to baggage claim instead of onto his connecting flight to Charlotte. Typically bags are not rescreened during a layover, she said.

Davis said TSA was “actively investigating” why the gun and explosive materials were not detected during the screening in Las Vegas.

Even as average Americans were planning to get out in towns and cities to demonstrate against Big Government and Big Taxes, the Federal Bureau of Investigation (FBI) surveillance was being unleashed against them. In fact, unsuspecting Tax Day TEA Party participants were being closely watched during the demonstration planning stages in a covert operation that began on or about March 23, 2009.

If you one of the estimated 750,000 Americans who attended one of about 600 TEA parties last week, you might have seen media cameras covering the event. Media cameras, however, were not the only cameras taking video at these events, something that has at least one current FBI agent concerned over the future of America. According to this agent – the same agent who provided the Northeast Intelligence Network (NEIN) exclusively the unreleased photographs of the 11 missing Egyptian students who were the subject of a FBI BOLO in August 2006–placed his concerns for true patriots of the U.S. over his own career when he confided that covert surveillance was “planned and performed” at each of the TEA parties that took place last Tuesday.

A key witness in a federal probe into passport information stolen from the State Department was fatally shot in front of a District church, the Metropolitan Police Department said yesterday.

Lt. Quarles Harris Jr., 24, who had been cooperating with a federal investigators, was found late Thursday night slumped dead inside a car, in front of the Judah House Praise Baptist Church in Northeast, said Cmdr. Michael Anzallo, head of the department’s Criminal Investigations Division.

Cmdr. Anzallo said a police officer was patrolling the neighborhood when gunshots were heard, then Lt. Harris was found dead inside the vehicle, which investigators would describe only as a blue car.

Emergency medics pronounced him dead at the scene.

City police said they do not know whether his death was a direct result of his cooperation with federal investigators.

“We don’t have any information right now that connects his murder to that case,” Cmdr. Anzallo said.

Police say a “shot spotter” device helped an officer locate Lt. Harris.

A State Department spokeswoman yesterday declined to comment, saying the investigation into the passport fraud is ongoing.

The Washington Times reported April 5 that contractors for the State Department had improperly accessed passport information for presidential candidates Sens. Hillary Rodham Clinton, Barack Obama and John McCain, which resulted in a series of firings that reached into the agency’s top ranks.

One agency employee, who was not identified in documents filed in U.S. District Court, was implicated in a credit-card fraud scheme after Lt. Harris told federal authorities he obtained “passport information from a co-conspirator who works for the U.S. Department of State.”

How’s this for crazy?: A company files a patent to destroy hurricanes as they form by beaming them with energy from a space-based solar plant.

Maybe it is crazy, but that same company, Solaren, took a first step in that direction this week when it inked a deal with the northern California utility, PG&E, to provide 200 megawatts of power capacity transmitted from orbit in 2016.

Apparently, sending up billions of dollars worth of solar collectors and using microwaves to send the energy onto two square miles of receivers in the desert is a little ho-hum to Solaren’s wild minds.

Wikileaks has released detailed lists of the controversial Republican Senator Norm Coleman’s supporters and donors. Some 51,000 individuals are represented.

Although politically interesting in their own right, the lists, which are part of an enormous 4.3Gb database leak from the Coleman campaign, provide proof to the rumors that sensitive information–including thousands of supporter’s credit card numbers–were put onto the Internet on January 28 as a result of sloppy handling.

Senator Coleman collected detailed information on every supporter and website visitor and retained unencrypted credit card information from donors, including their security codes. Although made aware of the leak in January, Senator Coleman kept the breach secret, failing to inform contributors, in violation of Minnesota Statute 325E.61.

Insurance giant AIG is already in trouble with the taxpayers from whom it has received billions in bailout money. Now an investigation by ABC News, the Los Angeles Times, and the non-profit Pro Publica has found that AIG has been ripping off its own insurance customers as well.

According to ABC’s Brian Ross, “AIG covers about 90% of the people who get hurt working overseas for American defense contractors.” Pro Publica analyzed 30,000 of those cases and found that, although minor injuries were covered without question, AIG had challenged an astonishing 43% of the more serious claims.

Airport officials say four more planes have been targeted with a laser beam while heading into Seattle-Tacoma International Airport for a landing.

Airport spokesman Perry Cooper told KOMO-TV the pilots of the planes reported seeing a flash of bright red beam while preparing to land Friday night. All four were hit within a 15-minute period, beginning at 8:30.

The planes all landed without incident. All were headed for the airport’s third runway.

The Texas Senate has approved a bizarre measure which would require citizens to show some sort of identification to any police officer who demands it, at any time, for any reason, 1200 WOAI news reports.

Currently, it is illegal for a person to give a false name to police, but there is no law rewiring a person to provide i.d. at an officer’s whim. And State Sen. Tommy Williams (R-The Woodlands) doesn’t like the sound of this bill.

“We still live in a free society,” he said. “I don’t want police officers to be able to pull you over and ask that you identify yourself.”

The bill would also require individuals to provide their date of birth and ‘residence address’ to police.

Supporters of the bill, like State Sen. Juan Hinojosa (D-McAllen) says there are safeguards.

“A police officer would not have the discretion just to come over and ask for i.d. on just anybody,” he said.

Hinojosa said the officer would have to have a ‘good reason’ to demand identification.

The bill is sponsored by State Sen. Dan Patrick (R-Houston), who is a strong supporter of individual rights.

“It is illegal for them to falsely identify themselves, but it is not illegal for them not to tell you who they are,” Patrick said. “In this era of national security issues, if we have a police officer detaining someone at a high profile target, it is in the best interests of the safety of that officer and this community to be able to quickly determine who that person is.”

Other lawmakers say if a person is bent on committing a crime, the individual is not likely to be deterred by the possibility of a misdemeanor charge of failure to identify.

Patrick’s’ bill does not specify exactly who a ‘peace officer’ who is authorized to demand papers is. It doesn’t say whether it would be limited to TCLOSE certified police officers, or would apply to constables, security guards, or neighborhood watch members. It also doesn’t specify what passes for ‘i.d’ and wither it would have to be a photo i.d.

The bill also does not spell out any safeguards or recource for citizens who are asked at random to identify themselves to police.

A bomb threat demanding the release of immigrants being held for deportation was received by the Weld County Sheriff ‘s Office on Thursday.

The threat was a handwritten letter in Spanish threatening judicial and law enforcement officers with the bombs with the “intent to kill the most number of Americans,” according to a press release.

Currently, there are 58 inmates with immigration holds being held in the Weld County Jail.

In the letter, the writer threatened to place bombs in and around Greeley after April 20 unless the immigration holds are released.

“Sheriff Cooke wants the public to know that the Sheriff’s Office is working diligently to locate and arrest person or persons responsible for threatening harm to our community,” the press release said.

Undersheriff Margie Martinez said Thursday the sheriff’s office want to the public to “be aware but don’t panic.” Cooke said persons with information about the letter should call (970) 350-9600 or (970) 356-4015.

April 20 is the 10th anniversary of the Columbine High School shootings.

In spite of Texas Governor Rick Perry’s apparent empathy for secessionist politics, a Rasmussen poll published Thursday finds just 18 percent of his constituents would vote to secede from the United States were such a ballot ever put forward. Just 31 percent of the poll’s respondents believe that Texas even has the right to leave the union.

Perry’s controversial comment seemingly lending credence to secessionist politics came during a Wednesday protest at Austin City Hall and his spokespeople have been insisting it was misinterpreted ever since.
