Republican Party Electorate Mandate to the Nevada GOP Executive Board

Let it be known that ‘We’ the Electorate constituency do take issue with the seated GOP Executive Board Leaders on the following points;

Intentions to differ from established Republican Caucus Rules pertaining to the NRS; in that Party Leaders have and are expressing favoritism and flagrant bias pertaining to segregation regarding religious affiliation, i.e. Orthodox Jew and Seventh-Day Adventists, and have willfully and publicly acknowledged a preferential bias, expressing intentions of setting and holding a private and separate caucus, at a private secluded location, and time, a defray in direct opposition to Nevada Republican Caucus Rules and state law as defined in the Nevada Revised Statues, BYLAWS OF THE NEVADA REPUBLICAN CENTRAL COMMITTEE:

ARTICLE 2: PURPOSE

Section 1. The purpose of this organization shall be:

A. To provide the statutory leadership of the Nevada Republican Party as directed in the Nevada Revised statutes;

B. To recruit, develop, and elect representative government at the national, state and local levels; and

C. To promote sound, honest and representative government at the national, state and local levels; and

D. To preserve and protect the dignity, rights, freedom and liberty of the individual citizen.

in direct disregard to the established designated electoral precincts, according to their own design and Special Interest, contrary to the Republican organization and duties in the State of Nevada, NRCC, BY-LAWS of the Nevada Republican Central Commitee.

(Nevada Legislature is the Peoples Branch of Government, and not solely that of Special Interest individuals, i.e., SuperPAC contributer Sheldon Adelson.)

NRCC-ARTICLE 3: DUTIES AND HEADQUARTERS

Section 1: The general supervision, regulation and direction of the Nevada Republican Party shall be vested in the NRCC, subject in the following order of priority to:

A. The Rules of the Republican National Committee;

B. These Bylaws;

C. The provisions of the Nevada Revised Statutes not in conflict with the foregoing.

Section 2. The NRCC shall set the time and place and issue the call for the State Convention, which shall be held within Clark County in all gubernatorial years and within one of the remaining sixteen counties in all presidential year; and issue the call for the Congressional district conventions in presidential years during which multi-county district convention shall be held in concert with the State Convention. There shall be no fractional voting from any county at any State Committee meeting, State Convention or any Congressional district caucus or convention.

This privatizing of the caucus for VIP’s at a secluded location and secluded Membership participation is in direct opposition to Nevada Republican forum under NRCC Section 2 and established precinct rules, ARTICLE 4 Section 4

ARTICLE 4: MEETINGS

Section 2. Special meetings shall be held:

A. Upon the call of the Chairman; or

B. Upon written request of a majority of the Executive Committee members; or

C. Upon written request of one-third (1/3) of the NRCC members;

D. A meeting call shall be issued within ten days of the request.

Section 3. Call of the meetings shall be mailed via conventional mail, unless a member has authorized in writing notice by e-mail only, to all members at least 45 (forty-five) days prior to the meeting. If an e-mail bounces, a notice must be sent by conventional mail without delay. The call of the meeting shall include the date, time and place of the meeting and an agenda of the items of business to be held.

Section 4. Executive sessions of the NRCC or of the Executive Committee thereof, may be conducted at any time at the discretion of the Chairman; but a majority of the voting members at any meeting, a quorum being present at the time of the motion, may direct that the meeting go into an Executive Session or that a closed meeting go into open session.

Section 5. A quorum of any meeting of the NRCC, and of the Executive Committee, shall be at least a majority of the voting members thereof, in person or by proxy; but no Ex-officio member who holds his membership by reason of holding an elected public office shall be counted in determining the numbers of persons needed to comprise a quorum. Ex-officio members shall count toward the number of persons actually present. A quorum once established shall be recognized until it is brought into question.

Section 6. No business shall be conducted at any meeting where a quorum is not present except for public announcements, discussions held in a Committee of the Whole, and setting the time and place of the biennial State Convention where compliance with the Nevada Revised Statutes admits of no adjourned meeting or special meeting.

A majority of voting members or an established Quorum (or not) calls this Section 6. into play as the so-called Quorum established (or not) was not previ to or informed of any such Special Meeting or Agenda (agenda being the issue to Change Nevada Caucus and allow a privitization of a caucus at the beheist of Sheldon Adelson SuperPAC contributer, to sponsor a VIP caucus for a segregated at-large minority group, Orthodox Jews, and also Seventh-Day Adventist, at a location of his choice being the Adelson Educational Campus in Summerlin.)

And also delegates can only be elected from their own precinct. In opposition to that Chairman Gibbs said in the Las Vegas Review Journal newspaper Thursday, January 19, 2012 article titled GOP LEADERS URGE CHANGING CAUCUS, subtitled Move Considered To Benefit Religious Groups, “It’s possible Gop leaders could fill a delegate vacancy with someone who participated in the special Feb. 2 caucus, but there’s no guarantee.”

ARTICLE 10: VOTING AND PROXIES

Section 1. All voting members who are present in person, or by proxy, have the right to vote on all matters coming before the NRCC and the Executive Committee, unless the proxy shall expressly state otherwise in writing.

Section 2. Any voting member may give a proxy for any regular or special meeting of the NRCC or Executive Committee, and a proxy form shall be enclosed or attached to the email with the call of the meeting to each member.

ARTICLE 5: MEMBERSHIP

Section 1. Voting members of the NRCC shall be the following who must be registered Nevada Republican voter when elected or appointed and at all times thereafter while serving:

A. The elected state officers of the NRCC: The Chairman, Vice-Chairman, Secretary and Treasurer;

B. The elected national officers of the NRCC: the National Committeeman and National Committeewoman;

C. The chairman and highest ranked Vice-Chairman of each county Republican Central Committee; if a county has neither a Chairman nor a Vice-Chairman, then a resident of such county elected by the NRCC; and the chairman of the Rural Counties Caucus.

D. The president or chairman, however designated, of each Republican organization or auxiliary group recognized by the Republican National Committee in accordance with Article 9;

E. The Chairmen of the standing committees provided in Article 8, Section 1 of these Bylaws;

F. The immediate past State Chairman and State Vice-Chairman of the NRCC who shall not have been removed for cause;

Wherefore in that they, the Nevada GOP Executive Board, flagrantly (announced intentions of ballot hostage taking) a violation that is endangering to a fair electoral process by with-holding the ballots, an agregious assault on the system; and by denying the electorate the opportunity to do voter-tracking to ensure a fair and unadulterated vote count, which is necessary to help monitor and prevent cheating/and or fraud.

Tampering with the Republican forum by attempting and implementing a change of rules pertaining to caucus at a secret meeting, and by allowing Special Interest to take control by way of a (Secret Caucus).

And there-by colluding and conspiring with known Special Interest persons that aspire to the New World Order, a plan to enslave and dominate the world population, and that said, Special Interests persons belong to groups and organizations, i.e. CFR (Council On Foreign Relations,) Bilderberg, that are in direct opposition to the republic, a free society, our liberties, and our God-given enalienable rights under the Constitution, and that are in direct opposition to national sovereignty and in direct opposition to;

Therefore a grave derelection of duty has been, and is in progress.

Therefore unethical wielding of authority, and power, is taking place.

Therefore collusion regarding Depraying, at the beheist of Special Interest, and the GOP Executive Board’s agressive control over the electorate has been and is in progress.

We the Republican Party Electorate do hereby issue and mandate, an order to the Nevada Republican Central Commitee, GOP Executive Board leaders to cease and desist from such pompous un-ethical behaviour and to comply with Nevada GOP rules, and act according to the established NRS By-Laws and not waver there-from.
