Ann Dejarnett went about her shopping at the Kroger on Whitlock Avenue in Marietta with a lot more comfort knowing there was an extra pair of eyes watching.

The Marietta police department’s Skywatch Tower was high above the parking lot Monday afternoon. The tower moves around the city to various store parking lots.

“You feel comfortable knowing the police are out here,” Dejarnett said while loading a cart full of groceries into her car. “At this time of year, people make a lot of purchases and they want to be safe.”

The Skywatch Tower, in use since February, is a $79,000 mobile unit manned by police officers. Police say its presence alone deters crime.

In addition to the tower, Marietta police are using electronic signs in the parking lots of stores, alerting shoppers to lock their cars and put valuables in their trunk or out of sight.

During the peak of the holiday shopping season, police are mindful of the spike in robberies. Late last month, Cobb police received a report about a tactic commonly used in some car thefts.

The suspects usually flatten a tire by pulling the air inflation stem, then wait for the owner. The suspects offer to help the owner, and once inside the car, will steal items from the car.

Authorities say it’s better to contact someone you know to help in an emergency. If you suspect a scam, contact the police.

As they do every year, Cobb police will increase patrols at Town Center and Cumberland malls throughout the month. “We want to be more visible and put the public at ease,” Sgt. Dana Pierce said. “There is a lot of focus on street robberies. We are looking for criminal activity.”

While increased police presence is comforting, some shoppers don’t want overkill.

“When you see a lot of police it makes you nervous that something has happened before,” said Kroger shopper Janet Knautz. “When you find out that it is safe and they are patrolling, you are a little more comfortable.”

WASHINGTON (AFP) — The US military plans to mobilize thousands of troops to protect Washington against potential terrorist attack during the inauguration of president-elect Barack Obama, a senior US military commander said Wednesday.

They will fly combat air patrols and man air defenses, organize large scale medical support, and help local law enforcement provide security in the capital, said General Gene Renuart, head of the US Northern Command.

“(It’s) not because we see a specific threat, but because for an event this visible, this important and this historic, we ought to be prepared to respond if something does happen,” he told reporters.

Renuart said some 7,500 active duty troops and 4,000 national guard troops will take part in the operations in support of the inauguration of the 44th US president on January 20.

Overall responsibility for security during the inauguration falls to the Secret Service.

But Renuart’s command, which is co-located with NORAD, is responsible for preparing for any contingency.

Some troops will march in parades, serve in honor guards or perform other ceremonial duties, he said.

But most of the national guard troops will back up local law enforcement, while active duty forces will provide specialized capabilities, according to the general.

Renuart said NORAD, the US-Canadian command responsible for defending North American airspace, will increase combat air patrols over the United States to guard against another September 11 type attack.

“Our integrated air defense system in the national capital region will be up and robust and available,” he said. It typically includes Patriot missile defense batteries deployed at key points around the city.

Chemical response units also will be on alert in case of a chemical weapons attack, he said.

A joint task force for the capital region is planning medical response in case of an attack that produces large numbers of casualties, he said.

“It is prudent for us to assume that it would make news for a terrorist element, or a rogue element of some sort, to interrupt that (the inauguration).

“So it is prudent for us to plan for the possibility of that kind of event, and be prepared either to deter it or respond to it,” he said.

An ever present fear is another attack like the one on September 11, 2001 on New York and Washington with hijacked airliners.

But Renuart said both NORAD and the Northern Command have worked hard to prevent a repeat, devising systems that allow them to determine whether a suspicious flight poses a threat.

Civilian aircraft have been intercepted 400 times a year without a shoot-down, he said.

“Fortunately, we have not had to do that,” he said.

“But there are a number of aviators out there who have had a chance to see an F-16 up very close, who have been landed at an airfield that wasn’t their planned airfield, and were greeted by 30 or 40 of their newest friends in the FBI.”

He said in virtually every case “a mix of buffoonery or mechanical failure or just lack of understanding rules of the road” got them into trouble.

The attacks in Mumbai, India have raised the spectre of another kind of threat — suicide attacks by heavily armed, well trained assailants.

Renuart said the United States was better equipped with counter-terrorism teams to deal with that kind of attack than India proved to be, but he said “the key is how quickly can you respond.”

“Certainly, the Mumbai attacks ought to be understood clearly down to the local level — the speed to which a small group of people could begin to hold a fairly large city hostage,” he said.

The Bush administration has been planning since last spring to issue a final burst of federal regulations just before leaving office. It was recently announced that over 90 new regulations would be finalized before November 22 — 60 days prior to the end of Bush’s term — making them difficult, though not impossible, for President Obama to reverse.

Although many of the regulations have to do with energy and the environment, MSNBC’s Rachel Maddow noted on Tuesday that there’s also “one that’ll kick opponents of the Patriot Act right in the teeth.”

The proposed regulation “would allow state and local law enforcement agencies to collect intelligence on individuals and organizations even if the information is unrelated to any criminal matter,” Maddow explained. She added, “Even if they weren’t already watching you — they soon could be.”

WILL DELIVER UNITED STATES CITIZEN TO CENTRALIZED GOVERNMENT

Wrong Information May Lead to Passage of Very Bad Immigration Bill

The Save America through Verification and Enforcement (SAVE) Act (H.R.4088) compounds the dysfunction in our current system, undermines our national security, and erodes values upon which America was built.

Urge your Representative not to sign the discharge position or to support the SAVE Act H.R.4088, because the bill does nothing to advance our nation’s best interest, and undermines our national security.

Some groups who claim to be our allies in the fight to stop illegal immigration are circulating alerts asking you to support the SAVE ACT (H.R. 4088). This bill, otherwise known as the “Secure America Through Verification and Enforcement Act of 2007” is said to have strong bi-partisan support and is on a fast track for passage.

The American Policy Center has read this legislation and is issuing this Alert AGAINST the Save Act Here’s Why:

· The SAVE Act does not fund the existing fencing requirement authorized, but not funded, last year by Congress.

· The SAVE Act only authorizes “additional fencing (aesthetic fencing in business districts) in urban areas of the border.”

· The SAVE Act, instead of fencing, proposes to strengthen the rest of the border with “vehicle barriers.”

· The Save Act specifies the Department of Homeland Security (DHS) will “(contract) with Foreign Companies “for the Secure Border Initiative, and proposes purchasing of a contract to manage the operations of a United States port by a foreign entity”(emphasis mine).

· The SAVE Act will specifically defend a religious denomination for breaking the law by smuggling or harboring illegals and it says “…to encourage, invite, call, allow, or enable an alien who is present in the United States to perform the vocation of a minister or missionary…as a volunteer who is not compensated…notwithstanding the provision of room, board, travel, medical assistance, and other basic living expenses (if that person) has been a member… at least one year.”

· The SAVE Act states clearly that the “border protection strategy” of the Secretaries of Interior and Agriculture “(will support) the border security needs of the United States in the manner that best protects (Wait for it) ‘the land’ that DOI and USDA manages. In other words, protecting the environment is to be considered more important than protecting the borders.

· The SAVE Act establishes mandatory federal employment authorization verification for ALL workers, including American citizens.

A Federal data bank on all American workers.

· The SAVE Act does not establish penalties in the form of fines and/or imprisonment for illegal invaders, only for those who interact with them, except a church.

· If you remember, recently DHS Secretary Chertoff said that he would not “tolerate interference” with his agency’s programs and actions. True to his word, in total disregard for the U.S. Constitution and States’ rights, the SAVE Act includes a provision stating, “No state may prohibit a person or other entity from using the E-verify program to verify the employment authorization of new hires or current employees.” In short the bill dictates hiring rules to the states

Is the government compiling a secret list of citizens to detain under martial law?

A new law expanding the government’s spying powers gives the Bush Administration a six-month window to install possibly permanent back doors in the nation’s communication networks. The legislation was passed hurriedly by Congress over the weekend and signed into law Sunday by President Bush.

The bill, known as the Protect America Act, removes the prohibition on warrantless spying on Americans abroad and gives the government wide powers to order communication service providers such as cell phone companies and ISPs to make their networks available to government eavesdroppers.

The Administration pushed for passage of the changes to close what it called a “surveillance gap,” referring to a long-standing feature of the nation’s surveillance laws that required the government to get court approval to capture communications inside the United States.

While the nation’s spy laws have been continually loosened since 9/11, the Administration never pushed for the right to tap the nation’s domestic communication networks until a secret court recently struck down a key pillar of the government’s secret spying program.

The Administration argues that the world’s communication networks now route many foreign to foreign calls and emails through switches in the United States.

Prior to the law’s passage, the nation’s spy agencies, such as the National Security Agency and the Defense Intelligence Agency, didn’t need any court approval to spy on foreigners so long as the wiretaps were outside the United States.

Now, those agencies are free to order services like Skype, cell phone companies and arguably even search engines to comply with secret spy orders to create back doors in domestic communication networks for the nation’s spooks. While it’s unclear whether the wiretapping can be used for domestic purposes, the law only requires that the programs that give rise to such orders have a “significant purpose” of foreign intelligence gathering.

The law:

• Defines the act of reading and listening into American’s phone calls and internet communications when they are “reasonably believed” to be outside the country as not surveillance.
• Gives the government 6 months of extended powers to issue orders to “communication service providers,” to help with spying that “concerns persons reasonably believed to be outside the United States.” The language doesn’t require the surveillance to only target people outside the United States, only that some of it does.
• Forces Communication Service providers to comply secretly, though they can challenge the orders to the secret Foreign Intelligence Court. Individuals or companies given such orders will be paid for their cooperation and can not be sued for complying.
• Makes any program or orders launched in the next six months perpetually renewable after the six month “sunset” of the new powers last for a year after being authorized
• Grandfathers in the the current secret surveillance program — sometimes referred to as the Terrorist Surveillance Program — and any others that have been blessed by the Foreign Intelligence Surveillance Court.
• Requires the Attorney General to submit to the secret surveillance court its reasons why these programs aren’t considered domestic spying programs, but the court can only throw out those reasons if it finds that they are “clearly erroneous.”
• Requires the Attorney General to tell Congress twice a year about any incidents of surveillance abuse and give statistics about how many surveillance programs were started and how many directives were issued.
• Makes no mention of the Inspector General, who uncovered abuses of the Patriot Act by the FBI after being ordered by Congress to audit the use of powerful self-issued subpoenas, is not mentioned in the bill.

In short, the law gives the Administration the power to order the nation’s communication service providers — which range from Gmail, AOL IM, Twitter, Skype, traditional phone companies, ISPs, internet backbone providers, Federal Express, and social networks — to create possibly permanent spying outposts for the federal government.

These outposts need only to have a “significant” purpose of spying on foreigners, would be nearly immune to challenge by lawsuit, and have no court supervision over their extent or implementation.

Abuses of the outposts will be monitored only by the Justice Department, which has already been found to have underreported abuses of other surveillance powers to Congress.

In related international news, Zimbabwe’s repressive dictator Robert Mugabe also won passage of a law allowing the government to turn that nation’s communication infrastructure into a gigantic, secret microphone.

President Bush to Host North American Leaders’ Summit

As he noted in his State of the Union address, the President will be hosting the North American Leaders’ Summit on April 21-22 in New Orleans. This fourth meeting of North American leaders since 2005 will continue our work on Security and Prosperity Partnership (SPP) initiatives. It will also serve as an opportunity for the three leaders to discuss hemispheric and global issues of importance to North America.

This is a pivotal chance for Americans from across the nation to join together to demand change. For too long corrupt, greedy politicians have taken America down the road to ruin and tyranny. We The People have the right to demand change and when that change does not come, it is every Americans duty to protest the grievances. Our forefathers understood that a despot could and would try to shut down our free society. That is happening now, and it ends now. Everyone, come to New Orleans and demand a return to the rule of law set forth in our constitution. If you can’t come to New Orleans then hold a protest in your hometown.

The media from around the globe will be present at this summit so it is vital that Americans come together in common cause and make our voices heard. Not only will we send a message to the corrupt, greedy politicians but we will let the whole world know that the American People are still in charge. So put down that remote control, pick a banner and get involved. This may very well be the last time we have this big of an opportunity before tyranny strikes.

There are so many things that We The People need to protest. It is clear that changes will not be made until we take a stand. This protest will be like that of Martin Luther King Jr. in the 60’s. Like the issues of those days, changes were not made until the American people united in protest. This is that time for us, now. No matter your issue, this is the time to take a stand for what you believe in. If the founders of this nation knew that 200 years down the road the American People would not take a stand to correct the problems that our corrupted, greedy politicians have created they would be ashamed. Don’t let them down!

There are many people who will be attending and some are going to have differing viewpoints on certain issues but it vitally important to put aside our differences and keep the peace. Yes, it is important to spend a little cash into New Orleans’ economy and lets have fun while we are there!

Come dressed in costumes such as the Statue of Liberty or a Founding Father or whatever you can conjure up and let’s have fun while we demand change.
